The American Recovery and Reinvestment Act of 2009 was enacted by Congress to help persons affected by the economic crisis. The purpose of the Homeless Prevention and Rapid Re-Housing Program (HPRP) is to provide homelessness prevention assistance to households who would otherwise become homeless - many due to the economic crisis - and to provide assistance to rapidly re-house persons who are homeless as defined by Section 103 of the McKinney-Vento Homeless Assistance Act (42U.S.C. 11302). HPRP is not a mortgage assistance program. (HUD Docket No. FR-5307-N-01))
According to the Department of Housing and Urban Development, homelessness is defined as sleeping in an emergency shelter, sleeping in a place not meant for human habitation such as cars, parks, streets/sidewalks, or buildings, staying in a hospital or other institution for up to 180 days, but was sleeping in an emergency shelter or other place not meant for human habitation prior to entry into the hospital or institution, graduating or timing out of a transitional housing program (serving homeless person's per HUD's definition) or a victim of domestic violence.
The Department of Housing and Urban Development, along with the Department of Community Affairs, and through Community Action For Improvement, Inc. is administering the Homeless Prevention and Rapid Re-Housing Program.
If you are facing eviction, have been evicted, are homeless, need assistance with utilities to prevent eviction or to relocate to rental housing, you may qualify for services.
