We offer programs and supportive services to assist clients residing in Carroll, Coweta, Heard, Meriwether, and Troup counties.

Low Income Home Energy Assistance
LIHEAP
The Low-Income Home Energy Assistance Program (LIHEAP) provides financial assistance to help offset eligible Georgia household’s home energy, gas or propane bills. CAFI provides LIHEAP assistance to a five-county service area which includes Coweta, Carroll, Heard, Meriwether, and Troup counties.
Appointments that are booked for Meriwether County clients will be seen at 17234 Roosevelt Highway, Building B, Greenville, GA 30222.
Heard County appointments will now be located at 15486 US Hwy 27 Franklin, GA, 30217.
- Eligibility is based on income guidelines and important verification documents including household income, social security cards, valid photo identification and a recent copy of your household energy bill.
- Advance applications are available to low-income seniors (over 65 years of age) at the beginning of the season.

Home Energy Services
Energy Efficiency
Our Home Energy Services help eligible low-income households reduce energy costs and improve home comfort through energy-saving home repairs and upgrades. By addressing issues that affect a home’s energy efficiency, we help families lower utility expenses, increase comfort, and maintain safer, healthier living conditions year-round.
Home Energy Services are available to residents of Carroll, Coweta, Heard, Meriwether, and Troup counties.
Service availability is dependent upon household eligibility and program funding.

Head Start/Early Head Start Program
Early Education
Head Start and Early Head Start programs offer free early childhood education and family services to eligible families. We currently have Head Start centers in Carroll, Coweta, and Heard counties serving children ages 0-5 years old, including children with disabilities.
Documents Needed to Apply:
- Applicant’s birth certificate
- Verification of home address (lease, utility bill, etc.)
- Verification of income (W2, 1040 tax form, check stubs)
- Photo ID of the parent/guardian
- Current immunization records
- SNAP award letter (if applicable)
- Medicaid or insurance card
